Three command centers, called "Casa de Justicia", control the region. Located at the entrance to the mountains, the Espino Blanco Center sits at an altitude of 1,650 meters.
Each Casa de Justicia comprises 3 commanders and 3 coordinators elected for a period of 3 years. They earn a salary. Regular policemen are unpaid and work in two-weeks shifts of 12 men.
